District of Columbia
Mayor Bowser recently signed a bill that will amend certain employment laws, including the DC Universal Paid Leave (DC PFL) program. Currently, covered employers are required to contribute quarterly 0.26% of each covered employee’s salary. However, effective July 1, 2024, this amount increased to 0.75%. As a reminder, contributions are due quarterly. Another change due to the amendments is that the Mayor is no longer required to provide a 60-day advance notice when the contribution rate changes, however they are still required to provide a 60-day notice when the first employer contribution is due after a rate change.

Minnesota

New Jersey
The Department of Labor & Workforce Development has released the maximum weekly benefit and taxable wage rates for the state’s Temporary Disability Insurance (TDI) and Family Leave Insurance (FLI) programs. The employee taxable wage base for the FLI program will increase from $161,400 to $165,400 and the employer wage base will increase from $42,300 to $43,300. The eligibility requirements for employees to qualify for FLI and TDI benefits have also been updated. For the upcoming year, employees must have earned at least $303 weekly or have earned a combined total of $15,200 in the base year – this is an increase from the 2024 requirement of earning $283 weekly or a combined total of $14,200 in the base year. Lastly, the maximum weekly benefit in 2025 for TDI and FLI will increase from $1,055 to $1,081.

Canada Update
Quebec
The Quebec Parental Insurance Plan has confirmed the premium rates for 2025 will (once again) remain the same. As a reminder, the premium rates are 0.494% for salaried workers, and 0.692% for employers. The maximum insurable earnings (MIE) are typically confirmed in December, coming into effect as of January 1 the next year. We will be sure to update you around year-end with the updated 2025 MIE rate.
